The Family Engagement Toolkit is a practical, evidence-informed resource designed to help early childhood home visiting programs strengthen how they reach, enroll, and retain families. Developed as part of the HV-REACH initiative by the Office of Planning, Research and Evaluation (OPRE) within the Administration for Children and Families (ACF), the toolkit translates research and best practices into flexible, actionable steps that programs can use to assess their current approaches, identify challenges, and implement strategies that better meet the needs of families and communities. By offering tools such as self-assessments, planning guides, and curated resources, it supports program leaders and staff in building more effective, responsive, and sustainable family engagement efforts.
